I met this girl for almost two months and she really nice. We been going out to dinner and stuff like that and she told me that she like me. i would like to know when will be the right time to ask the question. I want her to me my woman.

She is a woman already! She isn't going to be "your" woman! You two are hopefully going to be partners. That has nothing to do with her belonging to you.
If what you want to ask her is to date monogamously, then ask her! If you are ready not to date other girls, then ask her if she's ready not to date other guys. That's a pretty straightforward question and one hopefully that she can answer pretty easily.
The key to any relationship is open, honest communication. You guys need to learn to talk together openly and honestly about how you feel about each other.
