Making out just means kissing. It's a term teenagers use who are giggly over saying "kissing". It also makes it sound more exciting, at an age when kissing is something that Aunt Ethel tries to do to you when she comes to visit.

So to make out, you just go somewhere with your partner and kiss. If you start to do more than kiss, it's usually not called just 'making out'.
