Illegal to Date Someone?

Is it illegal to go out with a girl 3 years older than you?
like im 16 and she is 19.

It's not illegal to DATE her. It is however illegal for you two to have sex together, because she is an adult and you are not. There are serious laws against adults and minors having sex - because even though the adult might claim the minor said "it was OK", what if the minor was 8 years old? What if the adult forced the minor to say it was OK?

Since you two are so close in age I doubt anyone would prosecute you, unless your parents got really upset about the relationship. I would talk to them and make sure they understand that you two really care about each other and in essence have their approval. If they approve, you should be set.
