Is he playing games?

Visitor's Question from a 21-30 year old Female
I've been working this guy for over half a year now. I'm attractive to him, but the problem is that he is in the management team. The company does not allow us to date. So I've not done anything about it, except just flirting with each other. I did not know whether if he was interested or not, until recently he made his first move by giving his phone number. We talked for hours and he admitted to me that is also very attractive to me. He said we can't date do anything until he leaves for another job offer at a different company, which is pretty soon, but then he invited me on several occasions to go out. However, he never showed up to any of them or even apologize for not showing up. Whenever we see each other at work, even when alone with one and another, he acts completely distant and oblivious. I'm so confused. What is going through his head? Is he just toying me? What should I do?

He is scared of losing his job and is over-reacting.

Next time you talk with him on the phone ask him very specifically why he stood you up with no explanation. He can't have a good reply...there is none.
So warn him that you will accept no further invitations until he has a new job.

Also tell him that you expect him to be normally civil to you at work.
