Just Friends or More?

I'm the one who asked about the guy that "is 18 and has graduated high school and I 2 years younger than he is.
Does he like me or does he just want to be friends? Should I ask him out? Should I still think a relationship is in the picture even though he is so much older than me?" a couple months ago. I've took your advice so i began texting him. When I would say 'We should hang out sometime.' he would never text me back. And about a week after he got back from El Salvador I e-mailed him asking him about how his summers been and he's never e-mailed me back. Also before the start of summer he asked for my e-mail but never e-mailed me. What does this mean? Does it mean he doesn't like me anymore?
