So there is this girl I have had a crush on for a long time, and I'm not sure if she really likes me, or if she is just acting the way to me that she does to everybody else. She lets me hug her all of the time, and she usually says she loves me, but I can't tell if she is serious. And when we try to make plans, she never follows through with them. So does she really mean it when she says "I love you"?

Keep making plans to do something with her.

If she keeps ducking out, you can be pretty sure that she "loves" you in a general friendly way and not the way you hope. And, there is no reason for you to not enjoy her company even if she doesn't love you for real.
