could a relationship happen?

there is this girl that i have known for 2 years now. we have kinda had an off and on friendship cuz her boyfriend was really protective of her. when i first met her i thought she was fickle cuz she made it seem like she liked me then next thing i know she was back with the same guy again. so i left it alone and we basically didnt talk to eachother anymore. then she started having problems with this guy. so i started calling her and we would talk about it. we ended up spending hours on the phone at night and talked everyday. i told her that maybe that guy wasnt good enough for her then next thing i know she broke up with him. we started hanging out more and flirting a lot. she started saying that she cared about me and she cried when i left for college. she considers me her best friend but i get the feeling she likes me more than that. i wanna be with her but im afraid of what she might say if i ask. im also not sure if she does like me but she has told me before that she used to like me. what do i do? Advice
The way to find out is to ask her out.

She's clued you in that she likes you and now it is up to you to take the initiative.

Take advantage of the holidays to see her often and when the moment is right ask her out.
