theres this girl right i dont know at all and my friends want me to talk to her but i dont know if i should go and ask her to be my girlfriend right away or will that scare her off and be to suddle or try to get to know her

Try to be subtle.
Like you said, if you just ask her to be your g/f that could scare her off.
Start off slow. Whenever you pass her, look her straight in the eyes, say in a strong voice, "Hi" plus her name and give her a big smile. She should be like most people and feel good when someone says hi to them.
After doing this for a week or so, ask her how she is doing and if possible get a conversation going. Ask for some way to contact her like phone, internet. Once you start contacting each other on a regular basis you can judge when it's time to tell her that you are "developing feelings" for her.
