I know this girl for 1 year and I have a crush on her but I don't know if she only see's me as a friend but me and her always talk alot and laugh together at school, It seems like she likes me but I don't know if she is waiting for me to ask her out or how do I tell her that I want to bring this relationship to another level

Once you've gone out to a movie, a walk, a picnic, or whatever you can determine whether you had a good time and how much she cares for you.

At this point you can tell her that you are "developing feelings" for her and ask her how she feels. Tell her that if she needs time to think, that is ok.
