Is she interested in me?

Visitor's Question from a 16-20 year old Male
I am a teenage aged 17 and know a girl who is of same age as me. We've had some formal chat between us but nothing like I would have wanted. I am a bit confused about her behaviour. Sometimes she will talk to me as if I am the one she loves and at other times she will completely ignore me. Please tell me if she likes me and what I need to do in order to win her love?
