Illegal to date someone in Texas?

I am 16 and will be turning 17 in October and my boyfriend of a year and a half is 20 and will be turning 21 in August and my mom is just now starting to freak out about us. My question is if we are not doing any sort of sexual activity until I am of the age of consent (17) is it legal for me and my boyfriend to date and be together? I really don't want to get him in trouble, plus my mom is making me miserable by thinking it is illegal and not allowing us to see eachother much. Please answer soon, I would greatly appreciate it.
