Second time he cheated

My boyfriend and I were together for a year and half, and then he cheated on me with another girl. We broke it off, and didn't talk or see each other for two months. He called me out of no where one day, and wanted to make sure we were ok. We talked for a few days, and decided we wanted to try it again-I always said I'd give him a second chance. We were back together for not even a month, and yesterday he told me he cheated on me again, this time it was worse. He was crying so hard, and he said he doesn't want to hurt me, and of course I said I can't do this anymore, but I really didn't want to let him go. I want to work it out again, but do you think it's really worth it? If he did it twice, he'll do it again? He said he's so confused, do you think he really does love me, he just needs to figure out who he is? I just want to talk to him, and be with him....it was so hard walking away.
